For people to be able to adequately rate your game they need to play it. If you charge money for it it wont be accsessible to the majority of people who aren't willing to spend money. The rules don't state that the games need to be free so you aren't doing anything wrong and I will leave it alone, but I strongly encourage you to either make the game more suitable or leave the Game Jam. Thank you for highlighting this gap in my game jam rules, I will adapt the rules of my future game jams to cover this.
