An issue on your end, e.g. an antivirus blocking the full extraction. You can also try downloading and extracting again.

There you go:

Open the Windows Start menu.

Type Windows Security and open it.

Select App & browser control.

Select Smart App Control settings.

Set Smart App Control to Off.

Delete the game folder you previously extracted.

Download the game again, right-click the ZIP file, select Extract All, and start the game from the newly extracted folder.
