Axe heads and Shields are not fully unlocked atm. You can fiddle with them in Sandbox Mode. If you hit Esc and on the top right you should see a Sandbox Mode. Also, there is no shop upgrade system in place yet. I'm still working on that. What you saw were old buids of the game. That shop no longer exists and was just a placeholder.
