Every cottage you place makes upgrading cottages more expensive. This includes already-built cottages. It's like building a cottage procs the "upgrade cottage" formula. Edit: that goes for all buildings, it's just cottages are the most egregious. The game punishes you hard for building buildings before the previous ones are maxed out.
