I have the same feeling about some comments. Personally think that might be very compressed way to say "Hello I am here, I rated your game, It would be great if you could see and rate mine game too" despite not even playing it. I sometimes catch myself making a somewhat forced comment, hoping for "returning the favor". But speaking for myself I always comment games that I finished or just simply had fun - thats the main goal of the games after all.
