You get one chance per life I believe. If you don't find one then the chance increases for the future ones I think? 28% just means you have a 28% chance to get it in that life. It doesn't mean that within 4 lives you will 100% get one. Theoretically you could lose the rng for the insight forever till the % chance for that life reached 100%
