So sorry to be slow to reply! They do not have to be polished at all. It is totally up to you. The judges will use their own, well, judgment when assessing categories such as best writing, best visual design, etc. Polish may matter a lot for something like visual design (art), but less for best new rule, where the core concept matters more. I would just say: don't worry too much about it! Have fun.
