My bad, I have indeed Harmonized Settlement written but it is only said "Its remaining limits belong partly to the element and partly to the person guarding it" as a reference to the element, not that no element dominates (so the same for both versions), the only difference being that there is a mention of "mixed circulation" for the Circulation without a Dominant Sign
