Huh, seems you can't get a lvl 4 defense of Willowbrook. It just jumps straight from lvl 3 to lvl 5
Yeah I noticed the same
There is a level 4 but it seems when i changed the pacing you sort of blow past it now. Its also a gate holder under certain circumstsnces involving content. I won't spoil it for new people but thats another reason it is there.
