Then those territories could be displayed differently on the map, for example using hatching. Otherwise, if the game ever comes out on Steam, there could be problems.
There wouldn't be a problem. There are like 3 people in the world that would look deeply in to assume the creator is pro Russia because they... showed them controlling land they control (legally or not). This is like saying games like hoi4 could get in trouble for showing Germany controlling Poland in 1943.
