If you are talking about the Slave Debt, those are not rules but cultural signatures, like many fictional and real cultures had slavery. They exists to give dept to a faction, create frictions between characters (npc and player), create inter-Faction strife, and explain how the faction became what it is.
And if you don't like it, that is like just a paragraph you can clearly play without. That is the beauty of a toolbox
