Will there ever be a way to change event probabilities? I've been walking around campus for ages like the hint said for the Classroom Hassler, but I still haven't gotten it, and it's been like a month in game.

Classroom Hassler has special scenes while attending classes. The class is always the same so it should trigger within a few days of regular attendance. After fjrst triggered, keep attending that class. Eventually they'll invite the player to a hidden room in the art building where they'll be most nights to continue story progression.
