Ok, just to cover the basics
Did you download the correct version? (I.e. windows vs mac vs linux)
Could your antivirus be what is blocking the file from running?
When you say "ive extracted the file onto my desktop" did you grab everything (as shown below) or just the exe? If so, you need that to still be in with the other stuff.
