I know this was said 3 yeears ago, but it currently doesn't feel like you get reliable enough xenology research to manage this and to progress toward the major progress goals. That might be in part due to me being very new to the game, but at present, it's feeling quite RNG-dependent on getting a chance at making progress, then further RNG on whether you get that progress or not.
