I wanted to vector draw like the brush function used in adobe flash/animated, but the best I can find is OpenToonz or Tahoma2D. I'm hoping to explored more on the latter as it looks promising to me, it's just that I haven't got to do vector drawing yet.

Hello, I read your post and coincidences aside, my post is right above yours hahaha. Speaking precisely about the tool I developed for vector illustration and animation. It's called Arttista, and it's available for Windows, MacOS and Linux. I'll paste here what I wrote before:
Years ago, when I started developing my own games, I couldn't find a drawing and animation tool that worked the way I felt a game development workflow should. Every tool I tried forced me to adapt my workflow to the software, instead of the software adapting to the creative process I had in mind.
So I decided to build my own.
Artist is the result of that journey. It combines illustration, frame-by-frame animation, bones/IK, and sprite sheet export in a workflow designed specifically for game artists and indie developers.
