Yes, that is a bad logic that I just recently noticed. There is a cargo delivery mission that you need to complete first - and it might not even be available before completing some of the other missions.

Just updated a new version that fixes this. Unfortunately you have to start from beginning, since there is no save feature (yet - working on this next)!
