Debbie and the twins are both involved with Claire's storyline so make sure you've completed all their stuff as far as you can.

Yeah, actually I'd loaded an older save to see if I missed something. Apparently, I just never asked Debbie for a bj after raising her to level 6. So that's why her quest was stuck and Claire's too. It's all good now. Thanks for the help anyway. Oh and love the game btw. Not the type I usually play at all but you guys did a fantastic job! kudos.
