Answered by Kal via the Steam forums. You could try the Discord Mod Channel to ask about a Chinese translation mod, if not you would need to look for some screen reader software to translate.
There will be no official language support besides English for the foreseeable future.

Hey folks! We've been getting lots of requests to add more translations to the game.
I wish we could, but sadly we don't have the budget or the team capacity to do so without significantly slowing down content production, and that's a hit we can't afford to take right now.
The game will launch in English only.
The good news: we won't be encrypting the game files, so unofficial translations and mods will be fully possible. If the community wants to build localizations or other mods, we're happy to leave the door open for that.
