Bug : Planned upgrades of kit don't seem to actually upgrade the kit past the first level. Eg I can install a level one silencer infinite times on my pistol, rather than running the n+1 upgrade for the silencer after the initial install.

Old logic from when mods didn't have levels. Cleaning it up and it'll be fixed next release.
