They can make the delivery simultaneously. I never had a problem with that or with doctors not picking up commands. Are you sure there is at least one doctor not moving who can pick the command up? Thank you for playing.
Yeah, I've even moved a doctor close to the pickup, but it seemed like my commands haven't registered all the time. I've seen that someone else has also had the same issue.
