I use this asset in personal commercial games, but this character is freely available, will I encounter copyright issues?

What does personal commercial mean? No commercial use of the asset is allowed under no circumstance. You will get sued by valve company since it's their property. They only give license to use their asset in non-commercial free projects.

Okay, thanks for your reply, personal commercial mean refers to indie games.I am also a fan of dota. If it does not cause copyright issues, I want him to enter my game and then provide it for free, haha

Even if you put the Juggernaut for free and you gain profit from your game via advertisements or selling it, it is then counted as a commercial game and therefore violates copyrights of Valve. Simply you are not allowed to make money when you use the juggernaut. I was contacted by Valve because some X developer used the juggernaut in a commercial game. So please be careful.
