The event should auto-trigger on a new day if the event hasn't happened yet, so it's strange it hasn't happened if you're loading a previous version's save. What version did this save file start on?
I've added a back ended fix in version .28 that should fix it for you - There's a small chance something didn't trigger right along the way, and this will ensure the beach shop unlocks for you and anyone else with this issue!
