I tried both, I tried putting a rocket above the pad or on the launch pad physically. The only thing I wasn't sure of is if the rocket needs to be completely surrounded covered by the launch pad or something.
yeah each rocket tile must occupied a launch pad tile if there is 1 that's on an empty tile then it won't work
