Payoneer is only available for withdrawals from Itch using the "collect by Itch" method.
If you use "direct to you," you can only use PayPal and/or Stripe.
Okay but I tried switching back and forth between both and still don't see it. My current mode is "Collected by itch.io, paid later".
And yet all I see are:

That's because you're in the wrong menu; "payment processors" is for direct payments.
You can set up your Payoneer account to withdraw money from Itch in the dashboard/payouts under "Payout Destination".
