There was a bug that prevented the "Innocence" mission—which is in Chapter 3—from becoming available. It should appear once you complete the "Allies" quest. The game has been updated and that bug has been fixed. Try to see if it appears in your current game; if it doesn't, you may need to load an older save file or start a new game from Chapter 3.
