All of the photos that i am missing are joggers... is there a way to trigger them? i have only seen a handful the whole time i have played...

There is always one jogger girl active in town. So if you take a photo of one, another one will spawn immediately. However, the current free version has an issue where one jogger girl is spawned in the extended version of the map that is currently not reachable for the free player. You can now wait for an update that will fixes that or switch to the Patreon version.
