Interesting; How old is your hardware and when the Loading Menu appears how long do you give it to load?
Yeah that's not hardware I would suspect of being problematically. And if your logs are empty... My only other thought is the .dll file is hanging due to a lack of .NET on your PC but I highly doubt that tbh. We can try it anyway (LINK).
Ill need sometime to parse though possible reasons why and solutions. Of course check your Anti-virus to make sure nothing is accidentally getting purged.
