it is interesting!! but i think it is not following the theme. nice mechanic with the wind play.

Theme is an interepretation. I am not trying to convince anyone about it. But a pirate that hides from the pirate hunters ships who seek for you, pretty much follow the theme. I should probably make the pirate hunters to be more than one ship, so you have stronger arguments to thide from them. You get the information in the tavern about what is the next island to explore that is free of pirate hunters. You can also seek for the merchants to get resources.
