Flying city (?): The story behind it isn't solid yet, so not quite.
Movement: Yes, it costs some power. Had to cut out land-targeting and power-plant absorbing to restore... uh... power, because something came up during the jam so i couldn't realistically get those done. Will be making a full build with some rebalancing since there's quite a number of positive reception~
