Fixed it! There were (I thought) 415 perks currently in the game. Turns out there are 406. Perks 201 to 209 are unassigned and non-existent. What happened was the game randomly chose from among all perks and happened to choose a perk in that range. That's why it's listing as the last perk in your list (cuz there is no perk 201 - 209) and why it appears in brown instead of blue. Thanks so much for calling this to my attention!
