What happens exactly? Do you just get stuck in the first level where you're walking around and can see the two people? What should happen is a tutorial should pop up that tells you to press the minus button to access the UI dashboard (or you press the minus button independently).
Yes, I've just tested on another device. It should fix itself if you clear your save data in the options and restart the game. I have no clue why the file only shows up after you do that.
I've also uploaded a fixed version but you shouldn't have to re-download if you try out what's above.
