One reviewer found out a small bug in my game. Would it be ok to upload a new build during the rating period as long as the changes are only for fixing the bug?

Yes it's allowed but you must leave a comment on the submission page detailing the full changelist, this comment must also be manually dated and timestamped. It should be noted it is mainly for game breaking bugs or issues, not minor glitches.
