foremost, this is not unreal, this is unity. the same bug has historically existed in unreal, with the same fix.
second the "this only happens in this game" bit is irrelevant. there's a lot of different unity versions out in the wild, and every computer is a unique setup.
the only inputs you listed were camera and scanner. i've not heard of this being triggered by those kinds of devices, so they should be safe.
however, you really should check the windows "game controller" menu, and the device manager. disable or uninstall any controller-type devices. it does not matter if you've not used them in ages, if you've ever had them installed this can happen. also check for any "vjoy device" entries in the device manager. this usually is something you might install yourself, but it also comes bundled in the install scripts of some controllers and even some programs.
