Actually, both are under review. You just do not see it for the game. Try clicking a link while you are visiting the game from a new browser without being logged in.
A quarantine does not block access to a page. Especially web games can be played without even knowing that the page is quarantined. Try clicking the link in your page description in that incognito window. You will see a quarantine message.
A side effect of quarantine is, that a page is not indexed.
