Figured it out, nevermind!
Created a gen 2 military only bot, then chose the infiltrator add-on. I had just forgotten how it worked.

Here's a tip: Don't store the whole bot. When you're done with the quest, just remove the shell and hold onto it. Do whatever you want with the rest of the bot. When the next quest comes around, you can make a new one.

Nimhe also eventually gains the ability to replicate it, just like any other shell.

And when you do want to hold onto the full bot for a while, load it up with high-end immobilizers so that its escape risk is zero. There's no story reason to give it extra points in other skills.
