I don't think I ever would've considered Arcanum as being one of the inspirations, though looking at it I suppose the way the skills work out it makes sense.

Well from my limited time with Arcanum, you'd buy things, and unlock new skills or actions. Or higher maximum ranks in skills or actions. Similar things do happen here... where completing one action, unlocks several others or enhances existing options.
