We need to preserve images for moderation purposes, so they are not deleted except when asked for. Skins can be used by multiple players at once, so when a skin has no players using it, it is replaced with a very low-resolution version of the original image. For specific cases, for example if you have a personal image you accidentally uploaded, you can contact me and I will remove it for you.
