Sorry for the confusion with this!
The 'Start Livestream' button that appears in the main room options is for your player character to host a livestream. To get a girl to host, you have to group up with her first by choosing the 'Spend Time with...' button, then go to activities, change to the room with the streaming kit if necessary, then choose to start a livestream from her specific interaction menu.
