No that was only in Brazil. The majority of valentine's are celebrated on the 14 February which was the 1.8E release.
If a release was to be themed around a holiday it would most likely be a German or North American one.
Though with 1.9 it is literally a case of when it is in ready state. Suspect a couple of days before it is ready to ship Kal will say on Discord it is code complete. Think we are in for a little while longer with the reworks going on though...
