Abra evolves at level 16.

Gastly evolves at level 25.

Both require trade to evolve again, which is not possible in this game. So there is probably another method.

Not in this game it seems. Can't say how it is for Abra but my Gastly is 25 and did not evolve for some ungodly reason. This thing has been entirely useless for pretty much the entire game so far(currently in Mount moon) so i can't recommend picking it either. No matter if it evolves or not always pick Abra and just ignore the ghost.

I mean, it could be that the starters require some different methods to evolve. You can get normal versions of them though.

You can get a normal abra from a raid den in the distortion world.
