Not in this game it seems. Can't say how it is for Abra but my Gastly is 25 and did not evolve for some ungodly reason. This thing has been entirely useless for pretty much the entire game so far(currently in Mount moon) so i can't recommend picking it either. No matter if it evolves or not always pick Abra and just ignore the ghost.
