In fact, the request wasn't to jump using the second fire button, but to activate the special power. Those with a pad with a second fire button might already have the UP button attached to a separate button, which makes platform much more playable.
That's against how the gameplay should work. It's by design. If you want to activate the power you have to take account the inability to shoot for a couple of seconds.
