Block by Block has to be open and at the second stage. So if you haven't yet, make sure you talk to Sephora to advance it to where you'll be told to complete two quests in the Ice Roads region.
i have accomplished this. It says complete two quests, with the added ps mentioning there aren’t any yet (at least it says that back in 18.02, if One Hell of a Hangover is one of these quests it’ll likely no longer say that)
i haven’t done Whey To Churdshire (I keep it open up so I can mess around with cow tfs at the village), and Self Maid Mansion (also for that purpose).
