You need to have high exhibitionism experience and decent Meila corruption. Then you need to see a scene that “unlocks” nudity. There are several, but the easiest one to trigger is to go to the bandit camp where Roy is and bathe in the lake until your clothes are stolen. After this, if/once you meet the stat requirements, Meila will let you leave nude.
