Hello, 
Is it ok to use an already existing graphical asset and to rework it to adapt it to the NES constraints?
Or shall we create everything from scratch ?

Reworking your own existing graphic is probably fine.

The rule is there so we can avoid people bringing in a bunch of pre-made assets and assembling a game from that, or using copyrighted/third-party assets and such.

So if I understand correctly. My artist can rework his menu artwork for one of his personal projects he never finished?
Also my artist friend does not have a Itch account. when joining with a team does every person of the team hit the Jam join button? or is it enough if we credit each other in the project page on itch?

Sorry about all the questions, this is my first Game Jam.

idk, try to not jamslop? you can’t re-invent the wheel if you’re doing a second platformer, but be mindful on how you re-integrate it.
