To clarify for the OP since they asked:
To get to the bomb ability you must first enter the playboy bunny bar located next to Rinne's hideout. You likely already entered this bar as part of the floor's main questline in a previous update.
In the back of the bar there is a hallway to the right that leads to an underground sewer that contains a room with the bomb ability. You need activate a switch to enter the room and then use the bomb to get out.
Overall, pretty simple and easy once you know where to look.

Side note: there is a sol petal in the are that you need the bomb ability for. Look for a crack in one of the walls and follow the invisible path to the petal.
