I don't understand how to do the level where the Bernoulli effect is introduced
idk if you're being serious or not but if you are that's just a general hint about how water works. you can't necessarily use it immediately from where you learn it.

going up from there is not a required path -- you can keep going left past where you got the shoes if the switch is in the right state.
