I'm sorry, maybe I misunderstand the goal. But whom or what should I shoot? I tried shooting at the spheres and cubes, and that didn't seem to do anything. Shooting the blue people is bad, and I did not see anyone steal a cube even when the counter goes up.

You need to shoot the blue people(the villain in disguise) that are transform cube to sphere.
You need to wait till they pick the cube up and saw it with your eye the cube turn into sphere then whoever is currently interact with that display is a Villain you need to shoot. There 3 of them total each have their own flaw but that flaw also their strength. It kind of a puzzle + detective game.

The strategy i ussually use is just move your character where you can see the most Display table in bino mode and if you saw a cube turn to sphere quickly mouse over that blue person(actually the villain in disguise) scope in shoot. I have won 100% of time using this strategy but there 1 villain that really love sit around so you need to look around the crowd too once you finish the other 2.
