Great ideas here!  It's a really interesting way to engage everyone at the table.  I certainly don't want to be the Scapegoat!  I also like how Flexible Propaganda triggers on other player's turns, almost as if you get stronger the more others squabble.

Just curious what happens when a faction gets completely wiped off the board?  I assume they remain the Scapegoat until they Shift Blame.  It doesn't happen a lot, but I could see a faction getting caught in a loop of being the Scapegoat, barely getting back on the board, failing to Shift Blame (maybe they got countered), and then being wiped out because everyone is attacking them.  This may be more of a player politics issue than a mechanics issue, but curious on your thoughts?

Yeah, that scapegoat loop is certainly possible. The main out would be if the Blaaaming Flock decides they need to start policing someone else and so shifts blame to a different faction. The Flock should be a slow scoring faction, so they need to keep everyone down in order to win, not just get easy points from someone being continuously wiped. In the end, being the Scapegoat is very punishing and will need a good amount of playtesting so it feels right and is balanced.

Ah, gotcha!  I missed that the Flock could shift blame in Evening.  Great way to gang up on the leader!
