I really like the concept of a Lawyer faction and there are some cool ideas here that explore that theme! However some of the concepts like Billable Hours don't seem like they would work great (hypothetically you could sit there for 2.5 hours and win on turn 1 without any in-game counterplay). It would've been nice to see a stronger use of the Jam theme too.
I'm not sure how often Legal Loopholes would be triggered (it seems like a relatively niche ability for other factions to use) but leaning the faction more towards that idea of providing "legal services" for other factions in the vein of Otters would be a fun angle to explore. Definitely a lot of potential here with some refinement!
